Server send wrong config. Mostly house ads shown

What steps will reproduce the problem?
1. Activate house ads 
2. Wait a short time

What is the expected output? What do you see instead?
I expect ads from a Network instead of houseads

What version of the product are you using? On what operating system?
iOS 4.3 and Adwhirl 3.0

Please provide any additional information below.
My networks are iAd, adMob and smaato. They should provide nearly 100% but 
since a week its down to under 50%. I looked at the config from Adwhirl and 
found something strange. Every house banner got 10% of the Network traffic. An 
example: iAd is set to 100%. House banner 1 10%, house banner 2 10%, house 
banner 3 10% ...
