house ads used as backfill are not correctly prioritized #290

- What steps will reproduce the problem?

1) add an app
2) enable an advertising network and set it to have a 100% share rate
3) enable house ads and set them to the lowest backfill priority
4) add multiple house ads and set them to have an equal share rate

- What is the expected output? What do you see instead?

By looking at the reports I expect to find an equal number of house ads 
impression, however what I see is that only one house ad has been displayed, 
and the other ones don't. 

- What version of the product are you using? On what operating system?

Since this is happening on both iOS and Android SDK I believe it's a server 
side bug, so it should happen on all SDK versions.

Could you append some logging output to this bug?  That'll let us know what's 
happening on the client side.

FWIW, 3 impressions is not really enough to display a trend.  If this is 
behavior you're seeing live on the device, then the logging output will help us.

Hi, yes I know it can't show a trend, I just wanted to show that one house ad 
was not receiving any impression while another one was getting all of them.

Logging will come shortly, in the mean time I'll upload another two screenshots.
