Ads are turned off prematurely #68

What steps will reproduce the problem?
1. Configure an app at adWhirl with two or more ad networks, including iAd (for 
simplicity)
2. Configure iAd for 100%, secondary network for 0% and assign rollover 
priorities
3. Run the app, built for 4.0, on a 3.x device
4. When adWhirl encounters the 100% allocation to an invalid network, it turns 
off ads even though there are other ad networks configured that could be rolled 
over to.
5. This is NOT specific to iAd. The same repro can be achieved by configuring 
an ad network for 100% that does not have an adapter available.

What is the expected output? What do you see instead?
adWhirl should only disable ads if the ONLY ad networks configured are 
unavailable.

What version of the product are you using? On what operating system?
2.3.1, iOS 3.x and 4.x

This behavior is the expected behavior even though it may seem 
counter-intuitive. We will however evaluate this specific case and see if we 
will alter the behavior in the future.

Updating status to won't fix unless it is decided to alter the behavior.
