AdWhirlTargeting.getKeywords() is network-agnostic, but different networks use
different formatting for their keywords (for instance, AFMA uses ',' or '+' as
separators, while Millennial only uses ',').
At the least, we should support multiple keyword formats; and maybe even
network-specific keyword strings.
