Add .github/ISSUE_TEMPLATE config to encourage forum discussions as a first step #519

This is copied from the farmOS/farmOS repo. The goal is to direct people to the forum and chat for more general discussions, feature requests, etc, and reserve the GitHub repo for bug reports and internal task management.

Looks good to me! If it's something that might as well apply org-wide, it could be added as a community health file to the farmOS/.github repository, but otherwise I can just merge it here.

Good question! I'll bring it up on the dev call today to see if that makes sense for all the repos. Seems like it might! I like the process of starting things in the forum and then making specific issues when necessary. Keeps the issue queues a little more manageable.

I guess that assumes we can apply this at an organization level... worth a try!

Yea, and of course it can always be overridden by creating a corresponding file in a specific repo, which I imagine is what someone would be doing anyways if they wanted something else.
