This is a typical complaint of the Raspberry Pi and Windows 10 IoT Core. This happens sporadically when the device is powered off by pulling the power cable while Windows is writing to the SD card. To reduce this happening log in to the Windows Device Portal and use the Shutdown command before pulling the power.
