Allow test servers to disable confirmation emails #168

In process registration there is commented out code that would allow user 
accounts with a special email address to be created without confirmation. While 
a problem on a live server this is quite useful for setting up test servers.

The included patch changes this so the server mailer address can instead be 
changed to stop confirmation emails from being sent. It includes a warning on 
the resulting page that it should only be used on test servers.
