ExtPascal-0.9.6.chm file has no content #28

# What steps will reproduce the problem?

1. Open the ExtPascal-0.9.6.chm in XP
2. Try to click on any help topic

# What is the expected output? What do you see instead?

I expect to see help page in the right panel, but I see "The address is not
valid" ... All help topics are like this.

# What version of the product are you using? On what operating system?

Win XP Pro SP3

I had to right click on the .chm file in explorer and go into Properties
and select unBlock button. After applying the changes the .chm file worked
fine. :)

Apparently the help file author used Vista or Windows Server 2003 to create
the help file and this is a known "feature/bug".

I always create the help file in Windows XP Pro SP3 and have never seen this 
problem.
