What steps will reproduce the problem?
1. go to http://msdn.microsoft.com/visualc/vctoolkit2003/

What is the expected output? What do you see instead?

I expect to find the download for the vctoolkit2003; however, I'm getting 
the equivalent of a page not found

Please provide any additional information below.

Can you please update the README for Windows users so that I can build the 
software?

Here is the latest "free" C/C++ compiler from Microsoft.  Try this link instead
