Update start_azure.md to clarify that sometimes patience is a virtue

I was following these instructions and wasted some time reading docs on the Azure DSVM fastai extension when I didn't see the /fastai/ dir after initially connecting to JupyterHub.

Turns out all I had to do was wait a bit, since the extension installs asynchronously.
