When I tried to increase GCP GPU quotas, my request was rejected and I received this answer from Google:

We really appreciate the time and effort that you have provided us requesting a quota increase. Upon evaluation, we are unable to grant your request at this time due to insufficient service usage history within your project.

We understand the importance of having your quota increased. You can make use of any of the other available resources in your project to build usage history. Or if you need GPUS urgently, what we can highly recommend will be for you to reach out to Sales Team [1] so that they can discuss further options on higher quota eligibility. They are the designated team who can further assist you regarding this matter.

I don't think they always reject it, so I'm not sure this change makes sense.
