jekyll-toc configuration option overridden #555

jekyll-toc allows a _config.yml option called ordered_list (docs). Despite changing my config locally, and seeing the proper outcome when I build locally, my github-actions generated blog post TOC still has unordered lists.

This issue has mysteriously disappeared. I don't believe it was a caching issue, since I cleared the cache furiously.
