Add CI using Github Actions

This initial version just builds the code. We can iteratively add more over time.

I've updated this PR to:

• Ensure swift sources and notebooks are synced
• Run nbstrip
• Compile the resulting source
• Notebooks were out of sync, this PR also syncs them.
