Add docments to 60_medical.imaging.

See the style guide and contribution guide for more details (links will be added when created).

This requires familiarity with dicom imaging and fastai2.

Hi! I am currently working on another issue, but after I finish it, I will be happy to give this one try. It is tagged "advanced" and I am definitely a beginner, but I do work with Dicom files so perhaps with closer guidance of a mentor I will succeed. Let me know what you think 😄
