Opening a new PR that combines fixes from my branch and the original upgrade work by @filipmu, but keeps the original install script as requested.

Upgrade to torchaudio v0.3.0 covering issue: [mogwai/fastai_audio/issues/37]
Added .from_df option for loading data.
Fixed issue with ability to handle multicategory problems
Updated the impacted Tutorial notebooks and Getting Started notebook.
Fixed issues with audio_predict
