What this PR does:

Refactors the sigsci_helper time functions to not use datetime library.
As above, timestamp generation now relies on time.time() and arithmetic in order to create any offsets and sanitize.
This fixes #37 and potentially any other edge cases as a result of the date-time library where tz can be an issue.
Fixes spam logging when iterating over multiple events.

Note the file changes were re-commited after fileMode=false was supplied in gitconfig and removing the directory and re-extracting and committing. Any other changes to this have happened on build.
