Port ParticleNet producer #14

ParticleNet is one of the largest ML algorithms currently in CMSSW and is therefore a good candidate for acceleration with coprocessors.

Particular considerations:

Try to reuse/share as much code as possible with https://github.com/cms-sw/cmssw/blob/master/RecoBTag/ONNXRuntime/plugins/BoostedJetONNXJetTagsProducer.cc
Consider introducing ProcessModifier to enable the alternative sequence
