Xilinx U280 support #153

Hi,

We have just received access to the U280 board (no aws), we would like to test/extend the hls4ml code for this board, however I am afraid we can't find a complete developer documentation with guidelines to build the bitstream, etc.

May I ask you if you could provide some instructions?

@scarrazza many apologies for the delay on this issue ... we are working on making an SDAccel recipe publicly available.
