Add some missing steps to the readme #7

I went through the bootstrapping process again recently, and ran into some missing steps. The weird thing was the upgrade command didn't work for me. I kept getting postgres errors. But running syncdb beforehand fixed it. I also ran migrate but I don't think I had to because the upgrade command also does that.

Thanks for the PR.

I went through the manual setup steps again, but I didn't get any postgres errors. Can you provide more details on what errors you were getting? Also, did you deviate somehow from the steps in the README?
