Update import of get_rust_version for setuptools-rust v1.4.0 #300

I'm not a setuptools expert but I think this is all that's required to fix #299. Let me know what you think!

Thanks Patrick! I actually updated the PR a bit so that older versions where get_rust_version is still in the utils module are supported, given that setuptools-rust v1.4 is not supported by Python 3.6.
