installer doesn't allow installing for only current user #152

The installer should all the user to install for only the current user. The 
current choices of all users or specific disk require admin access, which would 
not be required for only the current user.

this is an issue known with relocatable installs and 
packagemaker/installer.app, closing as wontfix since we can't and won't fix 
said issue until Apple fixes its tools.

That's odd since I have installed dozens of other apps that allow installation 
for only current user.
