Start countdowns to notification fade-out only after user input #163

What feature or enhancement do you propose?

After putting up a non-sticky notification, wait until the user moves the mouse 
or types to start the countdown to hide it. The notification remains on the 
screen indefinitely until then.

What problem does it solve/What benefit does it provide?

With this feature, we can remove the “leave notifications on screen after 
____ seconds” option, which has confused a few users.

Other factors to consider:

* Possibly allow up to ten seconds of slop after user input; any notifications 
received during that time would immediately start their countdown after fading 
in, just as they do now. (That is, there would be up to ten seconds *before* a 
notification where receiving user input in those ten seconds would cause the 
notification to start its countdown immediately, the same as it does now.)
* Any user input received during fade-in should count.
* We must work out how to prevent all notifications from fading out at the same 
time, which would leave the user only five seconds to read a potentially tall 
stack of notifications.
* The user may be using the computer without touching their input devices; 
watching movies in QuickTime Player or DVD Player and having voice chat in 
Skype are examples. We should provide an exemption list in the prefpane, where 
if the frontmost application is on that list, notifications have the current 
behavior of always fading out unless sticky.
* Once we have the log viewer, we can add an option to that exemption list to 
suppress notifications entirely while one of those applications is active. 
(Currently, such an option would constitute data loss.)

I don't know that I like this request. It has the potential to fill the screen, 
which is what we were attempting to avoid with Rollup. Moving to 1.5 for more 
though.
