Growl's Applications tab should have a way to enable and disable all registered 
applications.

If you disable all applications isn't that the same as just shutting off 
GrowlHelperApp?

This can already be done with the 'hide all notifications' checkbox.
I at least use this regularly as I have GrowlHelperApp controlled by launchd.
