Improve the prefpane appearance #95

The current prefpane appearance is getting long in the tooth. This needs to be 
addressed as on OS 
X this implies relevancy. The last redesign of the prefpane was brainstormed in 
a coffee shop with a 
previous developer at least 4 years ago, if not more. A lot of people upon 
release disliked the 
applications tab, etc etc.

1.4 is going to go a long way towards this, however Displays, and further 
improvements to the new apps tab will still need improving.
