Add support for point annotations

Use SAM to generate segment mask proposals then convert those to bounding boxes.

• Create an upload page for csv of point annotations
• Ping the SAM endpoint that @BGWoodward has setup to convert to bounding boxes. Need documentation on the endpoint
• @eor314 has run some tests on this. There will be clean up needed so we must tag images localized in this fashion ignore to find/isolate them.
• We need to preserve the original observer, but tag the image with some key.
• When all localizations in an image are verified, remove the tag.
