Review complex citations working group cases. #87

There's a British group for focused on the use case of citing a large number of existing objects (e.g. datasets) in a way that allows credit to be properly assigned. This may self-resolve when we add DOIs. Groups working on complex citations can use the DOIs in whatever solution they come up with.
