Add sample GPS data for the Tibetan Plateau #4

Description of the desired feature

This open-access paper describes the processing and compilation of 3-components GPS velocities for the plateau. It would be a nice complement to the California data from Verde that we've been using so far.

The data are available in the supplement (a table in a Word doc :nauseated_face:) and could be included in Erizo with citation to the paper. The readme has more information about the reference frames and history, which should be a part of the fetch_tibetan_plateau function.
