Write a developer launcher script that automates the Felix Flie Install configuration #240

Watching project directories via Felix File Install is tedious because it 
requires one configuration file per watched project.

A workaround is to create a launcher script with a "watch" option that would 
create the required flle-install config files to watch the given list of 
directories.

Bert's new assembly goals generate FileInstall config files for each framework 
project and module, watching Maven's local repository.
