Automaticly process static resources during module building #284

Create a maven plugin to handle specific issues of module/script building. Some 
requirements are:

1. Create an xmlcatalog out of a directory with static resources. 
     maybe called src/main/resources/xml/static ?

2. Support configuration for script locations so the plugin is able to create 
the xmlcatalog and the XProcScriptService descriptors.
