Easier framework installation; distribute with an installer? #295

To make Pipeline 2 easier to install, could we provide an installer?

The installer would locate Java and possibly install Java if Java is not 
installed. It could possibly also add start menu / desktop shortcuts.

For the record, the Obi/Tobi team would also like an installer to register the 
path to the Pipeline's home somewhere in the Windows Registry. That would allow 
them to transparently know where to find the web service launcher.

issue 293 (run fwk as windows service) might also help make it easier to start 
the fwk from Obi/Tobi
