Nimas validator: don't require package file reference in the manifest #341

The Nimas standard references OEBPS 1.2 directly regarding the format of the 
package file. Unlike DAISY, there is no requirement that the package file 
reference itself (it is also not prohibited). The Nimas validator should not 
report an error if there is no package file reference found.
