px:html-load only supports UTF8-encoded documents #355

If the document is HTML (not XML), px:html-load loads it using an HTTP request 
that forces the encoding to UTF-8.

This creates issue when converting files based on other encodings (e.g. 
Shift_JIS for japanese, etc).
