What steps will reproduce the problem?
1.change Borders to: None
2.change Aspect to : Scaled
3.Load a Master System game

What is the expected output? What do you see instead?
on 1.7.0 and last SVN, the screen dont scale correct, its like the V-H borders
are enabled, but on black color. Official 1.6.0 scale correct. one easy game to
see this is alex kidd in miracle world. it's nothing serious. is just to
register a small bug. i like to try various different setings. :]

What version of the emulator are you using?
Official 1.6.0/1.7.0, SVN R707 (compiled myself)

Please provide any additional information below:
Ntsc 4.3u console, component cables 480p internal wii setting, display:
original, tv mode: 60hz, vsync: auto, gx bilinear: off, vi trap: off, ntsc
filter: off, borders : none, aspect: scaled. all other system/audio settings
default/auto. each test i deleted the config.ini

I think you didn't understand what this option is for:

SCALED means that you can adjust XSCALE/YSCALE values as you want, default
values (0,0) will not upscale anything (only horizontally for GG/SMS/SG games
or Genesis gales using lowres 256-pixels wide mode because that's how they were
supposed to be displayed). There was an error in 1.6.0 with the default SCALED
values which made everything fullscreen while Master System games are not
supposed to be fullscreen (they only output 192 lines of active display, while
fullscreen is actually 224 lines, i.e Genesis display, for NTSC)

ORIGINAL is accurate original aspect ratio

If you want SMS games to be full screen (which is actually NOT how they were
originally displayed and actually make everything looks completely wrong and
distorted), you need to adjust XSCALE/YSCALE settings.
