chore(namespaces): Big ol' refactor to rationalize namespaces for GA

Description

This PR moves the peas around the plate to get the namespaces into where we want them for the full release of the driver.

Motivation and context

BT-4955

See above; this is housekeeping, but a number of namespace decisions were made early on and needed to be rationalized/reconciled.

Build builds and tests test.
