The configured rule is 'the note immediately following the headNote should be suppressed'. The long note is the note after the suppressed note: https://github.com/faustedition/faust-xml/blob/e89b9a4be62813e475929bfde5a0f66bb9282bb1/xml/document/faust/2.3/gsa_391473.xml#L17-L20
