I tried to register as participant but the gssoc site asked to contact owner .

ok I actually thought this was for Open contributions for anyone . Perhaps you can make this private repo instead .

Actually, some particular issues have been tagged as gssoc, you see @chetanchougle, only those issues are specifically for gssoc participants. If you want to contribute, you can raise an issue yourself to work on or work on some unassigned issue which has not been tagged as gssoc.
