feat(provider): Happy Eyeballs for 1.1.1.1 v.s. 1.0.0.1

• [x] There should be a message saying "1.0.0.1 will be used instead of 1.1.1.1 from now on"
• [x] Warn about DETECTION_TIMEOUT being too short.

• [x] Refactor code to move the algorithm under /provider
