ie6 download flaky/broken #178

The URL we've been using for ie6 download seems to be busted
at the moment.  Other download methods may still work.

Also, while we're at it, let's support doing a full download of
the install files so we can cache them properly, see
http://www.updatexp.com/download-ie6.html
which says to download the existing downloader, then do
"C:\Downloads\ie6setup.exe" /c:"ie6wzd.exe /d /s:""#E"

Yup.  The default ie6 is now fully cachable.
