add msi3.0 & + #207

What steps will reproduce the problem?
1. try to install dotnet20
2. complaint about missing required msi3.0
3. dotnet20 installation abort due to this missing msi3.0

What is the expected output? What do you see instead?
As latest r1905 only propose msi2.0, it should be usefull to add newer msi 
release: latest is 4.5

What version of the product are you using? On what operating system?
wine 1.3.8 & winetricks r1905 on ubuntu maverick i386

Please provide any additional information below.

so i've installed msi3.0 from MS, then installed dotnet20 but get some errors 
(joined below in case of future fixes)
