Password does not meet rule requirements #604

What steps will reproduce the problem?
1.Active Directory User has expired password
2.User can change password as PWM will automatically log the user in
3.Admin changes password for user (not expired), user then logs in to change it 
and it, password passes requirements check but when you click change password 
it comes up that "The password does not meet rule requirements"

What is the expected output? What do you see instead?
Expect the user to be able to change the password.

What version of PWM are you using?
1.7

What ldap directory and version are you using?
Active Directory 2008

Please paste any error log messages below:
No error messages shown - show user authenticating, but does not show anything 
else.
