PWM website not accessible

What steps will reproduce the problem?
1.Accessing PWM local website. http://locahost:8080/pwm
2.http://localhost:8080/pwm/config/ConfigManager
3.Cannot access website even after installing Apache and keeping WAR file in 
Webapp folder.

What is the expected output? What do you see instead?
Website is not working

What version of PWM are you using? 1.7.1

What ldap directory and version are you using?

Please paste any error log messages below:

Tomcat 8? --> downgrade to Tomcat 7

Otherwise ask on mailinglist instead of issue list

Thanks.. It resolved after downgrading to Tomcat 7.
