fix: updated catapult to 1.0.3.1 #324

fix: updated rest to 2.4.0 fix: removed fork specific properties fix: added uncirculatingAccountPublicKeys to rest.json fix: removed custom cmc extension

These are changes to support the latest images. Rest 2.4.0 needs to be released...
