Shared assemblies

This pr moves all the network's assemblies to a top-level commonplace.

• Easier to maintain, only one assembly needs to be updated and it's reflected for all the networks.
• When adding new networks, only the network.yml and nemesis block files need to be added. Assemblies would be free.

NOTE In PR https://github.com/symbol/symbol-bootstrap/pull/331 the user can provide its own network.yml or assembly.yml (advance feature)

Examples: symbol-bootstrap start --preset a-future-testnet-network.yml --assembly dual symbol-bootstrap start --preset garush-network.yml --assembly my-custom-assembly.yml
