Add API Specification #1

Proposal

/<api version>/<query>/<arg1>/<arg ...>/<arg n>

  1. What queries should we support?
  2. does anyone have any better ideas?

The easiest queries are those already supported by the underlying hyperboria-peers package, though we can add more complex functionality such as /1/nearest-to/NA where NA stands for North America.
