Addon.Mozc: Switched to bazel build. #11

Switched to bazel build.

  1. postcode data is incorporated into the dictionary
  2. file size reduction

I updated the runtime to qt6. As for the version, I suggest update fcitx/mozc instead of do shell script substitution.

Files in fcitx/mozc, https://github.com/fcitx/mozc/blob/fcitx/src/unix/fcitx5/org.fcitx.Fcitx5.Addon.Mozc.metainfo.xml.in has not been updated for a long time. A Pull Request was sent to fcitx/mozc for version information to be displayed.

This PR will be a targeted PR for bazel builds.
