Add provisioning features independent of blueprint-based configurations #126

This keeps the existing feature names the same (e.g. feature:install fcrepo-indexing-solr). For just the "core implementation", a -core is appended to the end. That seems to be in line with what I've seen elsewhere.

This also removes the start-level="X" attributes, which follows Karaf provisioning best practices.

I've been looking at this in bits and pieces throughout the day - it looks great! I don't see any changes that need to be made.
