Update for travis-ci.com and java version #151

What does this Pull Request do?

Updates the testing matrix to point to travis-ci.com, remove Oracle java and add Java 11 as an allowed failure.

@whikloj, @dbernstein I think this PR can be closed as the project uses Github actions now.
