Add missing pluginManagement tag to allow new version of fcrepo to download and to resolve m2e error

@bbpennel why move all the plugins to pluginManagement? My reading is that this is too allow other projects to inherit these plugin configurations, does anything inherit from the fcrepo-import-export tool?

@whikloj Hmm, I'm not sure at this point, I wish I had left better notes back in september. I do get an error in the pom file in eclipse related to download-maven-plugin. It doesn't like the wget goal, but that appears to be directly from the documentation and adding the pluginManagement tag seems wrong. Wonder if it was causing problems on my import of versions branch.

I am going to close this.
