This pull requests adds the basic FastCaloSim classes and adapts the CI accordingly. Docker images are created that build from source:

ROOT 6.30.06 (binaries provided by the ROOT team have by default mathmore=OFF but this is currently required for the PiecewiseLinearInterpolation class used in FCS
