Add country to GTA fishing fleets #26

It would be highly desirable to add to the code list of fishing fleets of the GTA the countries (trhough ISO codes 2 or/and 3). For instance, some analyses require to look at the statistics at country level and several fleets may be associated with one country, e.g., France (EU), France (territories), and French Polynesia.

This should be handled as mapping in fdi-mappingd not directly in the codelist

Note that the mapping with the country/territories entities (called CL_FI_COUNTRY_GROUPS) included in FISHSTATJ would also be very useful
